On Tuesday, July 30, this year, the first regional training in the framework of the NATO-Ukraine Platform was held in Odessa. The theme of this event was: “Hybrid war of the Russian Federation in Ukraine: how to recognize and prevent”. The main purpose of the event is to convey what challenges, threats, counteraction exist, and how to respond to hybrid networks and protect ourselves in a hybrid war.

The event was attended by experts from non-governmental organizations, representatives of the public sector, local self-government, foreign diplomatic missions and international organizations in Ukraine.

This event is being held first, a whole series of similar conferences are planned throughout Ukraine. Odessa was chosen as the first city to present, mainly for the media, a look at hybrid warfare in Ukraine. According to one of the speakers of the event, Valery Kravchenko, today the world is accelerating, and our main goal in the early stages is to identify and recognize the effects of hybrid aggression, including being prepared for the misinformation war, we must prepare people who will shape public opinion in the future.

The term hybrid aggression in the sense of special. The service was explained by Dmitry Dorokhin, SBU Central Representative, hybrid aggression is a combination of traditional and unconventional methods of warfare, which include the use of irregular armed forces, the initiation of internal unrest, information warfare and propaganda. He also stressed the danger of information and psychological operations being constantly conducted by the Russian Federation on the demarcation line, the main actions being psychological influence on the Ukrainian military and local residents. In order to induce them to betray, move to the side of the enemy, or be discharged from military service. According to the data of the Security Service of Ukraine during the war in Ukraine, the department of counterintelligence protection of the interests of the state in the field of information security terminated the activity on the Internet of 3500 persons used by the Russian Federation for their own purposes. Over 300 advocacy resources have been blocked, prompting separatist sentiment in Ukraine, and a Safe Internet and Media Literacy project for students and young people has been implemented.

An important component of counteracting hybrid threats is understanding how these mechanisms work, how advocacy works in general, and how to recognize the emissions that politicize Ukrainians’ lives and how to protect themselves properly during disinformation campaigns.

Odessa became the first place for this training, further according to the organizers there will be five cities all over Ukraine.
